Yes, PowerPack works with Elementor free version.

You can activate license key from WP admin > Elementor > PowerPack page. Click here to read the detailed step-by-step guide. 

Elementor not loading is a common error because of the PHP memory requirements. Elementor recommends 256M PHP memory. The most common solution is to increase PHP Memory to 512M or r you can read the detailed guid here. 

Yes, you can enable/disable the widgets from WordPress admin > Elementor > PowerPack settings.
